I am pleased to report that the State of our City in 2026 is stable, supported, and strategically positioned for continued growth.

Before detailing the work accomplished, I want to sincerely thank the residents of Sheridan. Your support at community events, public meetings, clean-up initiatives, school activities, and local businesses demonstrates the heart of this city. Sheridan’s strength does not begin at City Hall; it begins in neighborhoods, churches, classrooms, ballfields, and small businesses across our community.

I am grateful to our City Council members and Clerk/Treasurer Carrie Smith for their diligence and oversight, to our City Attorney for his continued legal guidance, and to every advisory committee member who volunteers time and expertise. I also extend appreciation to Grant County officials, the Sheridan School District, and the Chamber of Commerce for their ongoing partnership. Progress in Sheridan is always a shared effort.

Public safety remains a cornerstone of this administration. In 2025, the Sheridan Police Department responded to 3,283 calls for service. These responses resulted in 568 reports filed and 165 arrests. Officers investigated 178 accidents and conducted approximately 2,279 traffic stops. I want to express my sincere appreciation to Police Chief Jason Teague for his leadership and to every officer who serves this community with professionalism and integrity. Their work is often unseen until it is urgently needed, and Sheridan is safer because of their commitment.

The Sheridan Detention Center booked 923 inmates in 2025 and maintained an average daily population of 67 inmates, both down from the previous year. I am grateful to Jail Administrator Wilkerson and his staff for maintaining order, professionalism, and compliance within the facility. Their steady leadership contributes to the stability reflected in our public safety trends.

The Sheridan Fire Department responded to 1,231 total incidents in 2025, including 79 fires, 71 fire alarms, 55 motor vehicle accidents, 732 medical emergencies, 213 public assists and illegal burn responses, and 59 mutual aid responses. These numbers demonstrate both the demand placed upon the department and the essential role it plays in protecting lives and property. I extend my deep appreciation to our Fire Chief and every paid and volunteer firefighter who stands ready to serve at all hours. Their willingness to respond without hesitation reflects the very best of Sheridan.

Economic activity within our city limits remains steady and encouraging. In 2025, 151 permits were issued within the city, representing over $7.3 million in project value. Additionally, 216 business licenses were issued, generating revenue that supports municipal operations. These figures represent tangible investment in Sheridan. I want to thank our Code Enforcement Officer, Scott Warren, for his work in overseeing compliance and permitting, and our administrative staff at City Hall who assist residents and businesses daily.

Traffic counts along our primary corridors remain stable, with certain areas experiencing modest increases. Downtown continues to average approximately 9,300 vehicles per day, reinforcing the importance of continued investment in beautification and infrastructure. The stability of our traffic base supports storefront visibility and business sustainability.

In 2025, the City enacted 24 legislative measures that strengthened governance and operational efficiency. We expanded credit and debit card acceptance, enhanced online water payments, maintained a zero millage levy, and adopted the 2026 budget with fiscal responsibility. We completed a fully digital zoning map to modernize planning efforts and improve accessibility for developers and real estate professionals. These improvements reflect our commitment to operating efficiently and transparently.

Infrastructure remains one of Sheridan’s strongest assets. Our water treatment plant maintains a production capacity of four million gallons per day while operating at approximately ten percent of that capacity. The City continues to operate under three treated discharge permits, ensuring sustainability and regulatory compliance. I am thankful for Water and Sewer Manager David Fitzgerald and his department for their expertise and dedication to maintaining one of the most reliable systems in the region.

Street improvements, culvert replacements, drainage work, and asphalt maintenance continue to protect our transportation network. The Street and Sanitation Department performs more than 2,000 residential pick-ups weekly, in addition to bulk and yard waste collection. I want to personally thank Ruth Ann Nutt for her leadership in overseeing daily sanitation operations and ensuring that our city remains clean and on schedule. Her commitment, along with her team’s hard work, reflects the pride we take in our appearance.

The passage of the Parks and Recreation Bond marked a defining moment for Sheridan. The $5 million investment will support major facility improvements, including a $2 million renovation of the Recreation Center. Construction is anticipated to begin in the second quarter of 2026. Parks and Recreation Director Joel Stanton continues to demonstrate hands-on leadership and vision for long-term improvement. Quality recreational facilities strengthen property values, support workforce attraction, and enhance the daily lives of our families.

Downtown revitalization remains a priority. Continued streetlight replacement, sidewalk improvements, and beautification efforts are strengthening our historic core. A vibrant downtown supports small businesses and reflects civic pride.

Low-to-Moderate Income data based on the 2016–2020 American Community Survey reflects that Sheridan’s citywide LMI percentage stands at 31.50%, while Grant County’s stands at 31.80%. While these percentages reflect economic stability and a strong middle-income base that appeals to industry and commercial investment, they also limit eligibility for certain state and federal grants that require a 51% LMI threshold. As a result, Sheridan often competes in more restrictive funding categories and must rely on disciplined budgeting and strategic planning. This reinforces the importance of sound fiscal stewardship and diversified economic development.

Community support continues to be one of Sheridan’s greatest strengths. From the Clean City Taskforce to volunteer-driven initiatives, hometown hero banners, school partnerships, and local business engagement, residents consistently demonstrate pride in this community. When a city believes in itself, progress follows.

Looking ahead to 2026, our priorities are clear: strengthening internal operations, advancing downtown revitalization, investing in long-term infrastructure planning, expanding community engagement, and fostering unity. Growth does not happen by accident; it happens by design. Our responsibility is to ensure that growth is measured, sustainable, and beneficial to all residents.

Sheridan’s progress is measurable. Public safety metrics reflect stability. Private investment continues within city limits. Infrastructure capacity remains strong. Community engagement remains high. These outcomes are not temporary. They are the result of responsible leadership and unified effort.

In closing, I remain deeply grateful for the opportunity to serve as Mayor of this remarkable city. Together, with steady leadership, engaged citizens, and dedicated department heads, Sheridan will continue building a future defined by strength, opportunity, and unity.

Respectfully submitted,

Cain W. Nattin
Mayor, City of Sheridan

{"$id":"69a21a586b4848b3ea034374

Please see the attached posted agenda for the March 3rd, 2026 City Council meeting at 6:00PM. Nattin

As 2025 comes to a close, I’ve spent some time reflecting on this past year. Not just on projects and meetings, but on the people, conversations, and moments that shaped it. Serving as Mayor of Sheridan is not something I take lightly. It’s personal to me, because this city is home.

This year was full of steady, meaningful work. Some of it was visible, and some of it happened quietly behind the scenes.

We continued strengthening our core city services. From water and street operations to routine maintenance and long-term planning, a lot of time was spent making sure the basics were done right. These are the things that don’t always make headlines, but they matter every single day.

We worked through ordinances, policies, and procedures that had not been revisited in years. That kind of work is slow and detailed, but it’s necessary to keep the city running responsibly and legally. My goal has always been clarity, fairness, and transparency, even when the work itself isn’t flashy.

Community engagement remained a major focus. I’ve tried to be accessible, to listen, and to respond honestly, even when conversations were difficult. I believe local government works best when people know they’re being heard, not brushed aside.

We also continued investing in the future of Sheridan. Planning for parks, facilities, and infrastructure takes time, patience, and cooperation, and 2025 laid important groundwork for what’s ahead.

None of this happens alone. Our city staff, council members, volunteers, and community partners put in countless hours, and I’m deeply grateful for their dedication.

As we move into 2026, I’m genuinely hopeful.

We’re looking forward to advancing projects that improve quality of life for our residents, especially for families and young people. Parks, recreation, and community spaces are more than amenities. They’re places where memories are made.

We’ll continue focusing on responsible growth. That means protecting what makes Sheridan special while also planning wisely for the future. Growth should serve our people, not overwhelm them.

I’m also committed to continuing open and honest communication. I don’t believe in hiding behind titles or silence. I believe in showing up, explaining decisions, and owning both successes and challenges.

Most importantly, I’m looking forward to another year of serving this community with integrity. I’m not a perfect mayor, but I am a present one. I care deeply about this city, and I’ll continue to lead with humility, faith, and a genuine desire to do what’s right.

Sheridan isn’t just a place I work. It’s where I live, worship, build relationships, and build a future. Every decision carries weight because it affects people I know and care about.

As we step into 2026, my hope is that we continue to treat one another with grace, stay engaged, and remember that progress happens best when we move forward together.

Thank you for trusting me with the responsibility of serving as your mayor. I’m honored to walk into this new year with you.

{"$id":"694564b4d2e21ff62a08c274
{"$id":"691628d3d0736632530382a4

The City of Sheridan is announcing the adjusted sanitation schedule for Thanksgiving, Christmas, and New Year’s. Mayor Nattin added. “I’m proud of my office’s dedication and thankful for ARDOT’s continued partnership in helping cities like ours grow responsibly and safely.”

For more information about the Transportation Alternatives Program, visit www.ardot.gov/LPA.

{"$id":"68c0518777d85c56240b6cf5

New Podcast Episode Out Now!

Mugs With The Mayor/ Ep 7: Summer Scroll Back!

Click on the link to hear a recap of Sheridan’s summer, highlighting key city updates, community events, and notable developments from the season.
https://youtu.be/kZqqTK2Yvw4

b5d501fcc060475601d5a85040330981
https://cdn.myocv.com/ocvapps/a140872150/files/68c0518719c5a-543181759_1205508874945515_2192441346674195505_n.jpg
https://cdn.myocv.com/ocvapps/a140872150/files/thumb-68c0518719c5a-543181759_1205508874945515_2192441346674195505_n.jpg
$id":"68c050a288f0978337009dd4

The City of Sheridan is now accepting resumes for anyone interested in filling the remaining term of Council Member for Ward 3, Position 2.

To be eligible, applicants must reside within Ward 3.

Resumes should be submitted to Sheridan City Hall.

If you are interested in serving your community on the City Council, please turn in your resume by September 30th, 2025.

For more information or to verify your ward, please contact City Hall at 870-942-3921 or visit during regular business hours.

b5d501fcc060475601d5a85040330981
https://cdn.myocv.com/ocvapps/a140872150/files/68c050a1f03db-539575877_1203806298449106_8228330760509538564_n.jpg
https://cdn.myocv.com/ocvapps/a140872150/files/thumb-68c050a1f03db-539575877_1203806298449106_8228330760509538564_n.jpg
$id":"68b71b6eaa000c5194096d24

There’s been a lot of misinformation floating around, so let’s break it down.

The City of Sheridan only operates Sheridan Waterworks. We do not operate South Sheridan, Little Creek, Center Grove, Sardis, Jefferson, or any rural water associations. If your bill doesn’t say Sheridan Waterworks, it’s not our system. While 80% of city of Sheridan residents fall into the Sheridan Waterworks territory, there are some neighborhoods and businesses (Westbrooke, Jacob’s Creek, Oak Tree Ridge, Mary-wood, Walmart, Mazzios, McDonalds, RoofConnect Etc.) that are not in our water area.

30+ years ago, the state of Arkansas drew up rural water districts and made them protected areas and gave them special protection. These areas are each governed by either municipalities like Sheridan Waterworks = City of Sheridan or South Sheridan Water Association = Board members of that specific rural water association. They govern their district, we govern ours. They can’t dictate our system, we can’t dictate theirs. One thing that is interesting about the district situation is that should Sheridan Waterworks lay a single waterline in another rural waters district, we will by law assume all of that said districts debt. No thank you.

Also, Sheridan Waterworks does not currently feed water to any rural water companies. Sheridan Waterworks did feed a rural water service following a fire incident in the month of May, but that was discontinued by June 1st, 2025.

The City of Sheridan has 19 different funds, each restricted by law. Water & Sewer funds can’t be used for street repairs, parks, or recreation improvements… and vice versa. Every penny is tracked, regulated, and audited YEARLY. It isn’t going into any elected official’s pocket.

Sheridan Waterworks is in the black, not the red. We are not in debt, which is rare for water departments in Arkansas. This is thanks to years of strong leadership and responsible management.

Have you seen an increase on your water bill? That’s due to a statewide mandate. Under Arkansas Code §14-234-223, cities are required to charge rates that keep the water department financially self-sufficient. We’re following the law, just like every other city in the state.

Where does your water come from? The Sparta Sands Aquifer, a natural underground source that supplies communities across Arkansas. We pull our water from 800 feet below us, using 5 wells that direct it to our water treatment plant. We have the capacity to produce 4 million gallons per day, but our customers only consume about 400,000 gallons daily. We have an excess amount of water capacity. This is good!

Yes, we test our water weekly and monthly in compliance with Arkansas Department of Health and EPA regulations. We meet or exceed every state and federal water quality standard.

Despite rumors, there is no possible way to get sewer in your water. Water and sewer lines are entirely separate systems, and back-flow protections are in place.

What causes discolored water? It’s usually iron, which is not harmful, but it can stain. Water discoloration can happen from:

•Hydrant flushing (which clears out old sediment, but can stir it up in the process)

•Fire hydrant use during emergencies.

•Line disturbances from leaks or construction

•End-of-line locations, where water has a longer travel time.

Our city isn’t flat. Some households may never see discoloration, while others (especially near the ends of the system or bottom of the hill) may see it more often.

Here’s what you can do:

•Call our water office and ask for a line flush. We may not can respond immediately due to a lot of different things, but we will do this. Please don’t yell at our employees. Please.

•Install a basic RV water filter on the back of your washing machine.

•Use Iron Out to treat clothing if discoloration occurs.

Can the city or Sheridan Waterworks buy customers a filter or replace clothes or even give us a rebate? - No.. I wish there was a way we could reimburse folks for filters or affected clothes. But under Arkansas law, cities aren’t allowed to use public funds for private purchases, even when they’re intended to help with a city service.

When I took office in 2023, this was already a known issue and I live here too. I deal with it just like you. That’s why we’re actively working with an engineering firm to modernize aging infrastructure and apply for grant funding to help cover the costs of long-term solutions.

If you ever want to learn more, not just about water, but any department in the City of Sheridan… my office door is always open.

Cain W. Nattin

Mayor

City of Sheridan

{"$id":"68b708bf24014f6ae402c8e4

Please find attached Mayor Cain W.
